About UDC Sulaibiya

The Sulaibiya Wastewater Treatment and Reclamation Plant is a groundbreaking project, not only in the Middle East where it is the first infrastructure facility of its size to be executed as BOT but also worldwide as it is the largest of its kind using the reverse osmosis (RO) technique in domestic wastewater reclamation.
The Plant initially treats up to 375,000 cubic meter of raw domestic wastewater per day when it begins operations in year 2004. The plant capacity reached 600,000 cubic meter per day in year 2019, and it will continue till end of concession period in year 2032. The Plant treats around 60 per cent of Kuwait’s total domestic wastewater.

Chairman Of The Board

I am delighted and proud to say that we accomplished another significant milestone and achieved more success at UDC. The initial capacity of the Sulaibiya plant was 375,000 m3/day of raw domestic wastewater. In 2019, the plant’s capacity was increased to 600,000 m3/day, which will continue until 2032.

We are committed to continuing the growth of our company. The name Sulaibiya Plant is well recognized in the industry, where our Plant is known as the Middle East’s leading plant for Build-Operate-Transfer projects, especially in water reuse technologies.

Among other benefits, plant expansion has saved the government of Kuwait from having to invest heavily in large infrastructure projects. In addition, to reuse the reclaimed wastewater in a safe manner that preserves the environment.

On this occasion, we wish to remember and honor the pivotal role played by my late father, Mr. Nasser Al Kharafi, in bringing the Sulaibiya project to reality.

It is my pleasure to express my gratitude to all the stakeholders for their tireless efforts to make this project a success. Without them, we would not have been able to achieve such high levels of success.

A Word from Veolia

Suez is proud to be serving the Ministry of Public Works and the State of Kuwait as a participant with the Kharafi Group in the Sulaibiya Wastewater Treatment and Reclamation Plant.

With Sulaibiya, the State of Kuwait showed extraordinary vision for water management by turning to water reclamation as an economical and environmentally friendly source of water for industry and agriculture. Moreover, by adopting the build-operate-transfer (BOT) contracting structure, the State of Kuwait expedited project financing and delivery and mitigated its exposure to project risk.

Suez is excited that we will be serving the State of Kuwait alongside the Kharafi Group as part of a world class water reclamation project for decades to come.
